General statements on the aims of foreign language teach- Page 4 ing usually include references to developing learners' tolerance and understanding of other peoples and cultures. A second area involves the development of an adequate didactic for the teaching of culture and this too has occupied theorists for some time. It includes a number of issues: the need to identify an appropriate approach to cultural analysis for pedagogical purposes, the development of a theory of cultural learning in the circumstances of foreign language teaching, and the relationship of a curriculum of language and culture learning to general curriculum theory and development.
To select only one would severely limit any even informal generalisation as well as creating risks to the whole project if practical problems were to arise. More than two case-studies would have been impractical with respect to time and funds available. Similar considerations determined the choice of a study of two cohorts rather than a longitudinal study. Access to schools was then sought through formal and informal channels. Eventually two schools were chosen which were considered by the education adviser in the area and by the researchers themselves to be unexceptional for the area in terms of the kinds of pupil attending and the kind of language teaching practised.
One of the principal justifications for this is the belief that language learning is a beneficial experience and influence on pupils' personal and social development, in preparing them for living in a society which has many ties with others and also itself comprises many individuals and groups from other societies. The belief is intuitive, with little rigorous evidence to support it. Furthermore any influence it may have on teaching methods is also intuitive and not necessarily well-founded. There is therefore a need to investigate the assumption and its consequences empirically in order first to verify this justification for language learning and second to provide a basis for reviewing the methods used.
