Storytelling occurs naturally in all social settings, and it would be ideal, if extraordinarily time-consuming, to observe and record naturally occurring storytelling. 8 How, when, where, and to whom a story is told—and, just as important, how, when, where and to whom it is not told—are vital guides to interpretation. Our particular approach to story-based research does less well in sorting out this kind of information—all research requires compromises—but we do ask the storyteller to describe the context for storytelling.
We remember stories in part because they give guidance and coherence to our confusing world. ”14 Stories are cultural artifacts that hold, in compact form, the norms, beliefs, and decision rules that guide actions and choices. Though not immutable, they resist change, thereby making them even more useful to the social scientist looking for patterns. We use stories, then, to search for decisional patterns that reveal how street-level workers defend their actions when formalized rules are in tension with personal beliefs.
Each researcher will need to balance the trade-off between storyteller-guided and researcher-guided story collection, with most research remaining a creative blend of the two. In general, the storyteller needs guidance. Storytellers need adequate instruction so that they can focus the stories on the research topic. For example, we are studying how street-level workers resolve justice dilemmas as they 33 Cops, Teachers, Counselors deliver government services. After some trial and error, we discovered that the word justice is loaded, especially for police of‹cers, and its use in instructions prompted storytellers to repeat of‹cial rather than ‹rstor secondhand stories.
